According to the OCED constitution, the Board of Directors (BOD) is the leading body of the organization which is comprised of 5 to 9 members. The BOD is not concerned with the day-to-day management of the organization but all of the key policy-related and strategic decisions are made by the board. The board appoints the members of the Management Board of the organization.
The Management Board is led by the General Director, who is responsible for the overall operation of the organization. The other members of the board include Deputy Technical Director, Deputy Admin/Finance Director, Program Advisor, and the head of Internal Audit Department (IAD).
The Executive Board is inclusive of members of the Management Board and managers of departments. The General Director, Deputy Technical Director and Deputy Admin-Finance Director are elected by the Board of Directors for a term of five years. The rest of the members of the board are hired through free competition. The meetings of the Executive Board are conducted once a month and the whole members of the Executive Board report their activities to the General Director. The Executive Board is responsible for managing the day-to-day activities of the organization and submits a report to the Board of Directors on the activities and income statement in the board meetings; prepares the job descriptions of the departments, provides work plan and ensures its execution; organizes the meetings of the Board of Directors and General Assembly; and implements all the decisions of the General Assembly and the Board of Directors.
OCED’s operations are planned, organized, coordinated, and controlled by the General Director. In the absence of the General Director, the Deputy Technical Director will lead the departments. The Operations system comprises Administration and Human Resources (A/HR), Finance, Procurement, and Logistics departments. A manager or an officer leads each department as needed.
OCED’s Admin/HR Department creates a healthy and productive work environment and professional working relationships for all employees. The department’s functions include recruitment and selection of employees, provision of orientation, training and development opportunities, assessment of employee’s performance, provision of salary and benefits, motivation of employees and maintaining proper relations with employees, preparation of the employee’s attendance reports, leave records, maintaining employee’s safety, welfare and health in compliance with the labor law of Afghanistan.
The Finance Department is responsible for planning, reporting and controlling of all financial activities of the organization. The Finance Department receives data of all events/transactions occurring during the course of operations, verifies these transactions against defined policies, process the transactions as per defined procedures and then records them in the financial accounting system.
The financial accounting system provides financial information in the form of a summary of transactions under various account heads, the trial balance, and ultimately the financial statement for a defined period. External and internal reports will be generated by the system. The external reporting requirements will be met as per the local laws and International Financial Reporting Standards while internal reports will satisfy the needs of the organization and the donors’ requirements.
The Procurement and Logistics Department consists of three units Procurement, Logistics, and Transport. Activities of the departments are managed by a manager who directly reports to the Deputy Admin/Finance Director. The department is responsible for the management of OCED’s activities related to the procurement of goods and services; warehouse and asset management; and transportation. Following Standard Operation Procedures, the department ensures that commodities and services are purchased at cost-effective rates with all purchasing decisions are fully and transparently documented.
